1. In connection with this officers memorandum of 11 April 1949
and previous arrangements made regarding the '
eXtent Prom an accounting viewpoint if a transfer voucher is presented
to this Aoncy immediately to cover the estimated costs through
30 -.1uno 1949 and a separate Standard Form 1080 is presented at an
imete, of $4* 500.
3. It is believed that this matter can be expedited to some
encoun ere because of the necessity that the Cbntraoting Officer
have a firm commitment with respect to the availability of funds
through the end of the 1950 fiscal year.
2. Funds are now available for expenditure for any materials
and/or services which are properly chargeable to 1949 fiscal year
appropriations and such amounts as are applicable through 30 June
1949 mould be i ediately transferred upon the presentation of
Standard Form 1080. While payment cannot actually be made for the
services to be rendered during the 1950 fiscal year until on or
shortly after 1 July 1949, this office has reserved on the basis of
Agency project approvals, sufficient funds to cover the entire
