Subject: Coordination of Intelligence Production
1. There is enclosed a copy of a proposed N.I.A. Directive on the
"Coordination of Intelligence Production" (bnclosure A), 'wjhich was unanimously
concurred in by theDirector ofCentral Intelligence and the Intelligence
Advisory Board at its 13th Meeting.
It is my plan that the preparation of rational Intelligence Surveys
under GIG coordination will be preceded by such interagency meetings as may
be necessary to develop an outline of contents meeting the requirements of the
Government, to formulate procedures to produce, maintain current, and disseminate
HHlS, to establish priorities, anc to allocate production and maintenance,
responsibilities. These meetings would include representatives from other than
the permanent IAB agencies when desirable.
3. I have been informed that the JIw is currently preparing, on instruction
of the JIG, a recommendation to the JCS that the Joint- ri -Navy Intelligence
Studies program be transferred to CIG for incorporation with the NIS program
proposed in Enclosure A. It is my opinion that CIG can undertake this
responsibility and fully meet the requirements of the JCS. Authority for the
GIG to supply intelligence to the JCS is already contained in N.I.A. Directive
No. 1, paragraph 2.
1. It is believed that the JCS should have the enclosed proposed M.I.A.
Directive before it when it considers the JIG recommendations indicated in
paragraph 3 above.
j. Enclosure A to this memorandum will be submitted to the National
Intelligence Authority upon notice of action taken on the proposals that the
Joint-Army-Navy Intelligence Studies and the Strategic Intelligence Digests
be incorporated with the proposed NIS. In connection with the incorporation
of SID with the proposed NIS your attention is invited to the enclosed memo-
randum to the Secretary of ',Dar (Enclosure B).
