TSD is organized to provide the technical support for all elements
of the DD/P. In general, it maintains extensive internal files which
are not integrated into RI/D. TSD uses the central filing system
maintained by RI/D only to a limited extent.
In carrying out their mission, a significant portion of TSD
has extensive contacts with their customers and should be located
in the same general area, if not in the same building. Another portion
of TSD is charged with the responsibility of development (and limited
production) of both the hardware and software required to support
the Clandestine Services and the development and subsequent teaching
of the proper technique to be followed in the use of these items.
The development components have less of a requirement to be located
t
close to elements of DD/P. There is considerable merit from a
security standpoint in separating the TSD tutorial component from the
immediate environ of both DD/P and the balance of TSD. The
development components of TSD have lateral relationships with
some elements of ORD/DDS&T and could be advantageously/located
in the same facility. The most important consideration is that
except for the tutorial component all other elements of TSD have extensive
internal lateral relationships which dictate that they should be co-located
in one building.

Over 70?fo of TSD space is special purpose space which requires
special engineering considerations and/or modifications as compared
with normal office space. It is important that this special purpose
space be contiguous with the TSD office type space. The special
engineering requirements include the following:
a. Additional air conditioning requirements
b. Special power requirements, wiring,
and limited amount of shielding
c. Laboratories with hot and cold water, lead sinks,
glass-lined servers
d. Chemical storage facilities
e. Floors with greater weight carrying capability than
usual office type space
Based on the above considerations, it is probable that excessive
modification costs would dictate that TSD should not be located in the
present Langly Building. Primary consideration should be given to
locating TSD in a building by itself or in a new building which also
houses either the balance of DD/P and/or ORD/DDS&T.
