MEMORANDUM FOR: The Deputy Director (Administration)
SUBJECT: Survey Procedures
1. As you know has been pressing for several months
for authority to take final survey action on lost, damaged, or stolen pro-
perty up to some reasonable value. Such authority would obviate the need
to prepare exhaustive reports to the CIA Survey Board for its action at
headquarters.
2. Several months ago, you instructed the Logistics Office through
me to make provision in its headquarters and field regulations for such
decentralized survey authority. The Logistics Office proposed, and you
tentatively accepted, the value of $100.00 as being a reasonable basis for
decentralized survey action. Accordingly, such a provision was provided in
in paragraph 7 c.
3. Unfortunately, the headquarters regulations are still in process
of preparation, and it may be many weeks before they are completed. Since
prescribes in paragraph 2 a (2 that head uarters regulatory
issuances govern domestic field installations, cannot be
extended the survey authority contained in except by special
authority.
4. Since Agency policy on decentralized survey authority has in fact
been formally established in I believe it is both proper and
legal for the Deputy Director (Administration) to specifically extend this
authority to on an individual location basis. In so doing,
he should be given a copy of for his policy and procedural guidance.

advised him that I would recommend to you that:

that should wait for the formal publication of the head-
quarters survey regulation, I suggest that he be so advised.
