As you know has been pressing for several months for authority to take final survey action on lost, damaged, or stolen pro- perty up to some reasonable value. Such authority would obviate the need to prepare exhaustive reports to the CIA Survey Board for its action at headquarters. 2. Several months ago, you instructed the Logistics Office through me to make provision in its headquarters and field regulations for such decentralized survey authority. The Logistics Office proposed, and you tentatively accepted, the value of $100.00 as being a reasonable basis for decentralized survey action. Accordingly, such a provision was provided in in paragraph 7 c. 3. Unfortunately, the headquarters regulations are still in process of preparation, and it may be many weeks before they are completed.
