Serious problems are arising as a result of the desire of producing echelons to disseminate certain information to other than ICA agencies, and the fear on the part of collection echelons that sources will be compromised in connection with such dissemination. 2. This problem will be discussed at the first meeting of the coordination group on 7 July 19149. 3. In the interim it is desired that each Assistant Director designate one or more representatives as members of a sub-committee to study and report on this problem. Names of such representatives should be submitted on 15 June 19149 directly to the Assistant Director for Collection and Dissemination who will appoint the committee chairman and arrange for necessary meetings, 14. The sub-committee will submit its recommendations t6 the coordination group chairman and each group member not later than 4 July 19)49, including : a. Proposed Agency policy b.
