It is the policy of the CIA that the dissemination of its un- evaluated information reports outside the Agency must meet the following stipulations: a. Only those who need to know rather than those who desire to know will be informed. b. Raw or semi-finished intelligence will be released only to those governmental agencies having an intelligence organization. PROCEDURES 2. To implement the above policy the following principles are set forth: a. The dissemination of unevaluated information reports should be limited to the IAC agencies except as provided in 3c_ below. (Unevaluated information is defined as raw intelligence material ordinarily issued by 00/C and OSO. ) b. Dissemination of unevaluated information reports within IAC agencies will be on the basis of two categories: (1) Those reports which may receive broad dissemination within the IAC agency. (2) Those reports which will have a limited dissemination witkdn the I.AC agency because of local IAC agency responsibility and sensitivity of source. These reports will be distributed not through reading panel units but through one officer designated by each I.RC agency and shall be in a separate report series. The collecting office, i.e., 4X/C or OSO will be responsible for the placing of special control statements on those reports which must be restricted within the IAC agencies because of the sensitive nature of the sources. All.. such reports should bear a notation similar to the following: "Tni.s report is for the information and use of the following named individuals only. It will receive no further dissemination either written or oral without concurrence of the Central Intelligence Agency through the Assistant Director, Office of Collection and Dissemination." b. ORE and OSI will be responsible for editing finished or semi- finished intelligence reports to eliminate ary possibility of jeopardy of source by examination of contents. c. Dissemination of current unevaluated information reports to non-IAC agencies should be recommended by the collection office and decided on a need to know basis. OCD, however, will not change this distribution without prior consultation with the collection office. Such dissemination should be restricted to specific individuals in non-IAC agencies who cave been specifically cleared by I&S. d. I&S in the case of non-IAG agencies will be responsible for the issuances of security policies to OCD to guide it in its dis- semination actions.
