1. WmId you be good enough to ask a member of your
staff to study the problem relating to the fiscal accounting
for funds authorized for Fl projects. It is understanding
that the Doolittle Committee noted that there is no adequate
system of controls placed over these authorizations,
2. There have been various proposals made since this
comment was given relevant to the establishment of Fl projects
on a fiscal year basis. In view of the facto however, that
there are or so Fl projects, we cannot easily adjust our
system of review and approval to coincide with the fiscal year.
Undoubtedly there is a way to solve this problem; to my know
ledge we have not yet faced up to it and found that solution.
Some study has been given this matter in my office and I will be
glad to talk to the person you select for the job. -kms-
