Staff to Deputy Director (Administration)

1. In paragraph 3b of the referenced memorandum it is stated that the
Comptroller did not consider the proposed paragraph h, as quoted,
necessary and, therefore, did not concur in its inclusion in the Project
Outline format.
2. While this Office does not concur in the specific language of the
quoted paragraph h we do agree in principle to the inclusion in the
Project Outline format of a provision which will require the project
planner to specifically identify the extent to which amendments to the
approved budget will be required and to which the project will be per-
mitted to deviate from the approved budget without headquarters approval.
Accordingly, it is the recommendation of this Office that a new para-
graph h be added to the Project Outline, as follows:
`h. Amendments of the approved budget. (If the project is presented
on the basis of separable major 'tasks,' indicate whether or
not amendments between major ':tasks' will be submitted to
headquarters and whether or not prior approval and concurrence
will be obtained from the Deputy Director (Plans) and the
Comptroller. Indicate the extent to which the project will be
authorized to deviate from specific amounts within each
individual major 'task' aid the method of approving deviations
in excess of those authorized.)"
3. It is assumed that concurrences of the Office of the Deputy Director
(Plans) and other affected offices will be obtained with respect to
including the foregoing provision in the Project Outline format shown
in Figure 1 attached to Regulation No.
