MEMORANDUM FOR: Deputy Director (Administration) 3 February 1955
SUBJECT : Proposed Regulations
1. I have reviewed the two subject regulations together with the
covering memorandum, dated 27 January, from the Chief, Regulations Con-
trol Staff.
2. Regulation No. seems to me satisfactory as it stands.
3. In the case of Regulation No. there appears to be a
question concerning the inclusion of a proposed item 9. paragraph h. in
the project outline. The inclusion is recommended by the Project Admin-
istrative Planning Staff but is believed to be unnecessary by Mr.
of the Office of the Deputy Director (Plans) and by the Comptroller. It
is difficult for me to express an opinion on this point because I am not
sufficiently familiar in detail with the Agency's financial practices.
I definitely believe that some latitude should be left to make adjustments
within a project budget between the various "tasks" or line items into
which the project is divided without a new approval by the Project Review
Committee for every such adjustment. I can scarcely believe that PRC
approval is presently required for any but major adjustments of this sort
since such a requirement would run counter to the whole intent of per-
mitting various officials of the Agency to approve new projects up to a
stated sum without submission to the PRC. On the assumption that this
latitude exists, I agree wit and the Comptroller that the pro-
posed new paragraph h. is unnecessary.
