MEMORANDUM FOR: MR. DULLES
SUBJECT : Soviet Aid Program
1. When I saw Bob Macy, Bureau of the Budget, on other
matters this week, he commented that of course the Bureau was
following the U. S. aid program very closely and said that
through the press and as a result of his participation in Plan-
ning Board activities he had become aware of the fact that the
Soviets were at least making noises as though they also had a
foreign aid program. He wondered if information on such a
Soviet program was being pulled together and channeled to policy-
making officials.
2. I told him that the Agency was keenly aware of this
problem and that whatever information we had was certainly be-
ing made available. He replied that he had no reason to ques-
tion this, but had gained the impression at the Planning Board
that either the information was not being analyzed centrally
or else we did not have very much hard information available.
I said that I would advise you of our conversation. He thought
that you might like to mention the matter at a meeting of the
Operations Coordinating Board.
