MEMORANDUM FOR: The Record
SUBJECT : Conversation with C/I&R on PAPS Review of
Project Administrative Plans
1. On 1 July 1954 the undersigned explained to
C/I&R the nature of the contemplated review of Administrative Plans
to be carried out by PAPS. It was explained that the PAPS Review
would be concerned with the adequacy of extant Plans under current
operating conditions and with the extent of compliance with such Plans.
It was further explained that PAPS did not intend to draw conclusions
or make recommendations as a result of such review, but rather to
forward a report of each project reviewed to the appropriate DD/A
and DD/P element,
25X1A9a 2, said that he would be delighted to have such a
function performed by PAPS and that he would appreciate a copy of
the reports made on each project. He stated that I&R would like to be
informed of any case in which the Project Administrative Plan could
not be adhered to. During the conversation the undersigned commented
that after recognizing inability to comply with an approved Plan, area
division personnel often requested amendment or revision of the Plan
on the basis that operational reasons precluded compliance. 25X1A9a
stated that if the area divisions had previously agreed to given conditions,
this failure might reflect either laxity on the part of division personnel
or an inability to control the activity to the extent anticipated, 25X1A9a
stated that in either case I&R would be interested.
25X1A9a 3, again indicated full support for the contemplated
reviews and again stated that he was delighted that such a function was
being undertaken by PAPS,
