MEMORANDUM FOR: Director of Personnel
SUBJECT : Loss of Experienced Employees
1. The SR Division has no evidence to indicate that the
retention of a capable staff in grades GS-11 and above is threatened
by offers from commercial companies, other agencies, or universities.
2. Some losses are to be expected, and a review of our losses
over the past year causes us no concern. Although the Division lost
two better than average Operations Officers to private concerns, both
will serve their companies in foreign areas and are potentially use-
ful to the Agency. The Divis on's experience to date in the matter of
attrition would suggest that the Agency's continuing effort to improve
personnel administration is an adequate approach to the "loss" problem.
