MEMORANDUM FOR: Director of Personnel
SUBJECT: Loss of Experienced Employees
1. A study of attrition in grades 11-15 by employees of
this Office does not reveal any serious threat to our continued
employment stability.
2. The rate of attrition in grades 11-15 in the Agency as
a whole is 4+.7%. In these same grades our three major components
have annual rates of .5%, 1.4% and 5.3% for an approximate over-
all Office average annual rate of 2.4+%, a figure too low to cause
serious concern or to indicate dangerous proselyting.
3. We attribute this low rate to continued selection of
employees with proper life-time Agency career motivation as
well as qualifications; and the state of high morale in the
Office of Operations.
