Dear Mr. Mules:
Reference is made, to a letter dated August 14, 1957, which
I received froearea Acting General Counsel for
your Agency, and to recent conversations between Mr. Norman S.
Paul, your Legislative Counsel, and Mr. Stanley J. Tracy. Associate
Counsel for the Commission, concerning the applicability of the
recommendations of the Commission, as set forth in its Report,
Central Intelligence Agency and the National Security Agency.
Specifically, we have been requested to advise whether "it was
the intent of the Commission not only to exempt employees of the
two agencies but also to exempt the agencies themselves from the
requirements of this program.
I am glad to clasify for the record that it was the intention
of the Commission to exempt not only the employees of the Central
Intelligence Agency and the National Security Agency but the agencies
themselves from all of the recommendations set forth in the Com-
mission's Report. The only modification which the Commission felt
should be observed is set forth on page 51 of the Report with
reference to the program for civilian employees; namely, that the
standards and criteria of CIA and NSA for its employees should
not be less than those applicable to other departments and agencies
in the Executive Branch,
