1. I wish you would look into the handling of this pro-
posed regulation and give me a report on the excessive amount
of time spent on it.
2. In late spring or early am of 1955, the Director
requested that appropriate measures be taken to restrict em-
es leaving the Agency from remaining in the foreign area
signed,, when their continued presence would be pre-

staff study recommending the adoption of certain controls, in-
cluding a proposed Agreement to be signed by essployeea going

23 August 1955.

to him DD/P's position as set forth in Charlie Tick's memorm-
dust dated 20 December 1956 to the Chief, Regulations Control
Staff. Hawwrer.. before doing this, I would like to know why
almost a year and a half has been spent on this case and what
caused all the delays. I am sure you will agree that this puts
us in a very bad light.
Recently it was referred to this Office for resoluti,
was referred to the Office of Personnel by the Regulations COn-
trol Staff with the information that all coordinating offices
except the Office of the Deputy Director (Plans) had concurred.
