Foreign Residence 25X1A
Regarding the Foreign Residence Restrictions Regulation, here
are the highlights:
a. 18 Jan 55 Following the Deputies' Meeting the day
before, at which time the Director mentioned this subject,
you wrote a memorandum to the Assistant Director for Pe Vnne
assigning him action responsibility on this problem
b. On 9 July 1955 after Personnel and General Counsel
had studied the matter you requested a staff study on the
execution of the proposed Agreement. The staff study was
completed and approved by the Director on 2 August.
c. From 23 August 1955 to the middle of January 1957
drafts and revised draft s o the proposed Regulation were
circulated back and forth between RCS and various offices
concerned.
One excuse, about the only justifiable one, that I would advance
in this case is that these delays occurred during a period when the
processing of Regulations had bogged down with the result that a
tremendous backlog was created.
