MEMORANDUM FOR: Deputy Director (Support)
SUBJECT: Job Cutting Directive
REFERENCE: Federal Diary Item and related informal note from
DD/S to D/Pers dated 8 Apr 57 (attached)
1. This memorandum is for information of the Deputy
Director (Support).
2. Referenced material reported that Federal agencies were
ignoring a Presidential directive to abolish unnecessary jobs and
raised the question of how the Agency might respond to query as to
its activity in this regard. At the time you raised the question
we would have been unable to point to any specific action or control
implementing the directive but would have been forced to rely on a
generalized policy of considering the need for each vacancy before
filling it.
3. Since that time, as you are aware, the Deputy Director of
Central Intelligence has proposed a senior committee which would
accomplish the specific tasks of considering the necessity for
continuing to man vacant positions and of reviewing the need for
filled positions as well. An explanation of this plan would, we
believe, satisfactorily answer the question.
