On 14 May 1957 I interviewed , Act- ing Chief, Regulations Control Staff, Management a as Ma total of ten people on his Staff, including himself, they are: FEaX 1 A9a itor and Reviewer, Editor, s on ex, Index,25XIA9a tnree typists, and one secretary. He believes that all of these people are reasonably well qualified. In addition, there are ten people on the Publica- tions Control Staff in the DD/P area over whom he exercises no control whatever. 2. Inasmuch as I am fairly well familiar with the status of the Reg- ulations business, we dealt with this aspect very little. 3. believes that the morale in the Regulations Control Staff is now good. He said that there had been some bickering earlier but that he thought it had subsided pretty well. He believes that his relation- ship with is satisfactory and said that he permitted no one on his Staff except himself to deal with him. He added, however, that his deal- ings with were not very extensive in that he consulted mostly with f my office--particularly -1A9a in fact R Fe to em rather than to for gui, coma ttA9a ed that up until a short time ago ad taken very little, if any, interest in the Regulations business but that since Christmas there had been a marked change in his attitude in this res ect. He pointed out that he had been working wi for several months on the new concept wherein Regulations would contain short policy statements and pro- cedures would be published in Handbooks and said that when 25X1A9a learned of this recently he presented the plan to a DD/S Staff Meeting as something entirely new and different. He does not believe that the morale is good in the Organization & Methods group. 4. He said that he knew nothing about the trouble a (1A9a described as a man of mixed emotions who is sometimes very moody and has extremely strong likes and dislikes. With re- gard to drinking, he said that prior to Christmas used to come to the office with liquor on his breath but that to his knowledge this had not happened since that time. 5. does not think that the Regulations Control Staff be- longs in the Management Staff and hopes that something can be worked out to have it report directly to this office-- -to which he looks for guidance in any case.
