OGC 7-0347a 8-04710 4M130 0-8 4 March 1957 MEMORANDUM FOR: Deputy Director (Support) SUBJECT: Competitive Promotion With an average of eight lawyers besides myself on duty at headquarters, two lawyers overseas, and seven clerical, this Office does not present a typical pattern for competitive promotion. In the first place, a promotion panel is not necessary or feasible. It only takes me a few minutes to run through the monthly personnel reports to determine eligibility for promotion, and the performance of those involved in kept constantly under appraisal. Therefore, while the principles of the competitive promotion program are applied, the procedures in a small office such as this are simplified to personal consideration by the head of the office.
