As a first step in establishing program we made a determination for the Career Service that it wed iroferable to rank competitively all personnel in grades 7 through 14 at one time. We felt we co u,14 do this since the number of pecple in the Career Service in relatively small. Following this decision we establiebed, on 20 De er 1956, a Senior Co titivee Evaluation Panel and a Junior Com- petitive Evaluation Panel. The senior panel will evaluate those individuals in grades 12, 13, and 14, and the junior peel will evaluate those persons in grades 7 through U. The evaluations of these two panels will be submitted to P Career Service Board for review and recom .tion to the Road of the ee.r Service. eas by calling upon the Individual division ac t staff chiefs within the Office of Per- sonnel to ran actitive:y their personnel in grades 7 threes 1k. The two panels will rank competitively those designees who are assigned to an or- ii tional unit outside the Office of Personnel and will then combine both rankings to reflect the relative position of each person within his grade level. On 5 March 1957 the t o panels met in joint session to decide on working Procedures. The two panels will met separately, one on 11 March and the other on 12 March, to begin the formal ranking process.
