necessary and, therefore, did not concur in Its inclusion in the Project
outline format.
2. While this Office does not concur in the specific languASe of the
quoted paragraph h we do agree in principle to the inclusion in the
Project Outline format of a provision which will require the project
per to specifically identify the extent to which amendments to the
approved budget will be required and to which the project will be ;
ni teed to deviate from the approved budget without headquarters approval.
Accordingly, it is the reecou omadation of this Office that a new pare-
graph h be added to the Project Outline, as follows:
