1. In connection with the publication of an Agency Notice on
appointments to the reorganized Honor Awards Board, it has come to
my attention that you are the first "Member l neritus of the group.
2. I would like to take this opportunity of expressing my

Board since its inception in February 1953. By participating in
more than 60 Board meetings, you have aided in the evolution of an
