SUBJECT : Planning for
1. Attached is a copy of a report of an investigation of the
reasons for the last-minute changes made in the plans for the
Warehouse. The investigation necessarily was not exhaustive, but does,
I believe, touch the fundamental issues. The conclusions drawn,
particularly regarding command failures., are serious.
2. Although this Office must accept the ultimate charge of
failure to fix the responsibility for the warehouse planning, it is
obvious that any existing doubt could have been quickly resolved had
