and levying collection requirements to accomplish the
desired objectives on the item referred to above.
It seems to me we are a little premature in drafting
all of the implementing papers before the Subcommittee
recommendations are acceptOd by the Special Committee.
however, the real purpose in submitting this at this time
is to insure that the Agency will subscribe to vhat the
Chairman of the Subcommittee, a CIA man, is about to
recommend. Itthink it should and recommend your approval
