1. At your early convenience I would lilac to discuss with you
the attached audit report on Project MHULTRA (reference a.) and the
principles involved therein.
2. In paragraph 13. particularly, I wonder if "it is iapermis_

explanations are adequate in the case of Item (2) amrnmting to
$4401.23.
3. The thing that concerns me is whether an auditor should re-
port at the conditions of an account as he finds than or accept
oral esplaazaticros. What will take the place of these oral explana-
time in the event of a further audit or investigation by someone
other than the individual to made the original audit?
