SUBJECT: Table of Organization, Inspection and Security Staff.
1. The attached request, dated 2 October 1950, from the Chief,
Inspection and Security Staff, for a revision of the Inspection
and Security Staff table of organization has been reviewed by this
Staff.
2. The functions of the Security Control Staff are to develop
broad security policies for internal operation of the Agency and
for relationships with other agencies and also to conduct activities
relating to Alien Affairs, Counter Intelligence and Polygraph
Testing. The security policy aspects of the Security Control Staff
are overt in nature and logically could be placed in. the Security
Division as requested by the Chief, Inspection and Security Staff.
The Polygraph activities performed in and by the 25X1A
Special Assistant in the present Security Control Staff and the
activities conducted in Alien Affairs, although organizationally
shown under the Security Control Staff, are conducted under the
immediate supervision of the Chief, Inspection and Security Staff.
Because of the specialized nature of these activities it is
desirable that they remain under the direct supervision of the
Chief, Inspection and Security Staff, and be so shown organizationally.
3. The changes in organization requested do not involve any
change in the number of positions or funds requirements for the
Inspection and Security Staff. Tentative grades for positions
affected by the proposed organizational change have been agreed
to by the Inspection and Security Staff. It is recommended that
the changes as proposed by the Chief, Inspection and Security Staff,
be approved.
