MEMORANDUM FOR: Chief, Pictorial Services Branch
SUBJECT : Revised Numbering System for Still Photography
1. Request that you devise a numbering system for still photography
that will include within it the source of such photography. The source
may be in broad categories, such as CIA, DIA, commercial sources, etc.
The revised system must be one which will not make obsolete the present
numbering system.

2. I have raised this question on numerous occasions in the past
two years and now desire that a written plan for revising the numbering
system be prepared. I have discussed this with and suggest
that he be given responsibility to oversee the preparation of this plan.
A target date for this project is 1 June 1970. If for any reason you
feel that this request is not practical, then a written reply setting
forth your reasons must be submitted by 15 May 1970.

Present Numbering System - Master Negative File - Ground Personality
Presently all negatives of accessioned photography are identified by two
series of seven digit consecutive numbers. Numbers identifying personality
photographs are preceded with the letter "P." These two series are controlled
by the Photo Section and are assigned to the ISG area divisions in blocks of
1,000 as the demand dictates.
Current Awareness Task Team submitted a proposed change in this
numbering system in
dated 25 April 1966. This proposed
numbering system was discussed in detail with members of the Graphics Register
and a modified proposal agreed upon and discussed in
for the Record dated 17 May 1966. No action has been taken to date to install
or complete the detail design of this system,e.
The proposed system consisted of the following:
1. A ten-digit number in a set pattern would be assigned to
each negative in the Master Negative file;
2. This ten-digit number would be structured as follows:
First Position - G indicating Graphics Material
Second Position - Numbers 1-8 to indicate Ground
Photography
Number 9 to indicate Personality photographs

Third-Eighth Positions - Sequentially assigned

Ninth-Tenth Positions - Identifying the ear of
accessioning or date of photography.
This proposed numbering did not provide for source or subject
identification and consequently does not meet the requirements es-
tablished by the C/DPSD in his 13 April 1970 memorandum to C/PSB.
The present computer-oriented numbering system has a limitation
of a maximum of twenty-five positions; therefore it is proposed that
the previous ten-digit number be used in addition the following might
be adde4in the remaining fifteen positions.

4 positions assigned to identify area or country
8 positions be left open to record the subject codes
for ground photographs as indicated by the color
codes on the top of the format print.

Area Classification Code
It is suggested that the area classification code by the USIB
approved code presently in use by the ISG area divisions. This code
using four digits is sufficient to index any photograph to provide
adequate identification for retrieval purposes.

AREA CLASSIFICATION CODE
The Area Classification Code has been developed under the auspices of the USIB Committee on Documentation for
use in conjunction with the Intelligence Subject Code. However, the code may be used independently as an area
classification scheme to index maps and documents which are indexed only geographically.
The Area Classification Code consists of two parts. Part I is the organizational listing of all political or geographic
units. Part II is an alphabetical index of all political or geographical units regardless of administrative level with cross
references where name or political changes and alternate names make them necessary for proper identification.
The Area Classification Code is organized into 10 major area divisions. This 1st order of organization represents
continents, international bodies of water, land masses within the oceans, the solar system, and general geopolitical
concepts. The USSR is treated as a continent in order to accommodate complex administrative subdivisions within the
framework of the notation (code) assigned. The 10 major divisions within the 1st order of organization are called
"designators" and are in the 1st position of the notation (code). .
The 2nd order of organization represents countries within continents; republics within the USSR, oceans and island
groups. The 3rd order of organization is used only within continents and ocean land mosses to show administrative
subdivisions within a country and smaller bodies of water within oceans.
The final element of organization appears in the last position of the notation (code) and is called an "indicator". It
indicates either the political affinity or a geographic unit of the 1st order of organization.
NUMERIC NOTATION SCHEME
The numeric notation (code) scheme consists of 4 digits. The 1st digit which is called the "designator" represents
the major area division. There are 10 major areas each of which is assigned a number as follows:

9-Arctic and Antarctic 2-International Bodies of Water
1-Asia 0-Solar System
5-Europe 7-General Geopolitical Concepts Not Always Confined
4-USSR to a Specific Area
8-Western Hemisphere (North, South, and Central
Americas; West Indies)
The last digit of the notation indicates either the political affinity or a geographic unit of the major division. The
assigned "indicators" are:
3-Communist 2-South
5-East 6-West
4-Middle or Central 0-None of the above assigned
7-North
The indicator "3" for Communist dominated areas takes precedence- over the other indicators. Thus Communist
China which is geographically in East Asia is 1013, not 1015. In order to accommodate the complex administrative
structure of the USSR within the framework of the 4-digit notation, the political affinity designator "3" is not assigned.
Note that the notation (code) for the whole of any major area is filled out to 4 digits with zeros. The code,
therefore, for Africa as a whole is 6000. Likewise the code for a geographic or political part of a main area is filled out
with zeros in the 2nd and 3rd positions. Thus, the code for South Africa is 6002.
The 2nd and 3rd digits are consecutive numbers assigned to the political or geographic divisions within the 10 major
area divisions. There is no hierarchy. This number represents a federation, a country, an ocean, a sea or a bay,

regardless of administrative level or subordination. This 2-digit number must always be written with the established
designator and indicator (1st and 4th digits). The USSR which is an exception to this rule is explained in the last paragraph below.

Only the USSR and Communist China are broken down to administrative subdivision levels.
Codes for cities have not been established. Therefore, to code information pertaining to a single city or to a small
part of a lower order subdivision, the indexer must establish the political or geographic subordination of the city or that
smaller area and then determine the code for the order of organization to which the smaller part is subordinate. Thus
to code the city of Moscow, the indexer must use Moscow Oblast (4062); to code Brasilia, the capital of Brazil, he must
use Brazil (8152).
In assigning a notation to the USSR, the last 3 digits are used to show all the administrative subdivisions. Blocks of
numbers are assigned to each of the 15 republics to accommodate additions, e.g., Belorusskaya SSR, 4270-4299;
geographically or economically related republics are in consecutive numeric order. Each lower order subdivision
(oblast, autonomous region, kray),' is given a 3-digit number in accordance with its geographic position within the
republic. Therefore in the Organizational Listing where subdivisions are in alphabetic order within each republic, the
notation numbers are not consecutive. Examples:
