The primary purpose of Reference a. was not to prejudge the requirement for logistical forecasts by the Area Divisions, but, primarily, to establish t__ rinciple that existing planning-programming procedures would be used to the maximum extent feasible to secure the necessary logistical data... It is our view that, in accordanceywith this principle, the Area Divisions would need to provide line item estimates only for material of a special nature, needed in unusual quantities, or requiring long procurement lead time. 2.
