An introductory presentation concerned with the major factors of instability and potential insurgency with which the Internal Defense program is trying to cope and which Communists are attempting to exploit. This will attempt to describe, for example, how a particular country might be placed on the "critical" list. It has been scheduled for the first day of our course in order to provide a better context for what follows. 2. A series of analytical and tactical problems - approached from the viewpoint of Communist objectives - which will serve to broaden the territorial base of our 25X6 25X6 present course. We now have problems involving We propose to add , and 25X6 25X6 dor The procedure will be as follows. The c ss will be divided into four sections - representing cadres from the CPs of and the potential CP cadre in M. They will be provided with background notes on each of these countries - describing the general situation. They will also be provided with selected CP documents outlining the program of action for each country. They will be required to make an assessment of the validity of the current line and to propose tactical changes. In order for the entire class to benefit from each of the cadre discussions there will then be convened a general meeting at the Headquarters of the World Marxist Review in Prague (standard prodecure during the past few years) at which a reporter from each cadre will present conclu- sions concerning his own country. Finally, a representative of the CP M will 25X6 appear at this meeting with an urgent request for the group to provide tactical guidance to his party in its current difficult situation. Each student will then be provided with background reading on the situation in 25X6 - including again CP political documents, and will be asked to' `make tactical recommendations. These will. be discussed at, a second general meeting, chaired by the representative, again monitored by the CPSU official to assure adherence to the proper line of policy. 4. We hope through these problems to achieve an additional understanding of the factors at work in these countries and better comprehension of the various and quite different tactical problems confronting both the CPSU and CPs at the national level. 25X1A Approved For Release 2001/03/62 DP78-04305A0001
