ADVANCE FOR WEDNESDAY MORNING NEWSPAPERS, AUGUST 20, NOT TO BE USED BY PRESS, RADIO, OR TV BEFORE 6:30 P.M., EDT, TUESDAY, AUGUST 19, 1975 The U.S. Civil Service Commission today announced the names of 71 Federal employees selected as participants in the Education for Public Management Program for the 1975-76 academic year. Selected from 20 Federal departments and agencies, they are men and women who have shown promise to become managers of Government programs and policies. Their year of study is aimed at better understanding of how to identify and achieve organizational goals, to mobilize and allocate resources, and to evaluate results. The participants are in grades GS-11 to GS-15. Each will return to his or her sponsoring organization at, the end of the 1975-76 academic year to resume a Government career in a carefully-planned assignment that will utilize participants' newly acquired and enhanced skills and knowledge. At each of nine participating universities, the participants will attend a core seminar that deals with policy, politics, and administration in modern government. In addition, each participant will take courses in management, agency mission, and public policy. Participants attending each university are listed below: CORNELL UNIVERSITY Gary J.
