1. Action to implement the tTSf l Policy Statement is
follows:

Indoctrination
Prepare orientation booklet for security personnel
to include E. 0. 1045x0. E. 0. 10501 and pertinent
provisions of NSCI No. 5. DCID's No. 5/1. No.
S/2 and No. S/3; and the "Ouideer'.
Responsibility: Executive Staff
b. Coordination between Security and CI Staff
Existing liaison with Cl Staff to be reviewed to de-
teermine and establish definite reporting channels to
easare the exchange of pertinent security and counter-
intelligence information both at headquarters and in
the field. A central liaison point could be established
within the Office of Security and all inquiries from the
Office of Security to CI Staff concerning strictly
counterintelligence matters to be funneled through
the liaison. The liaison within the Office of Security
to ensure that pertinent security information furnished

pertinent security information with security counter-

Components of the Office of Security which are fax it

personnel adequately trained in security are given
such assieents.

s. Establishment of Training .programs
Eadstiug training programs for security personnel
should be reviewed to ensure that such personnel
are kept abreast of counterintelligence and secur-
ity programs and techniques and methods of report-
ing pertinent security information. Of particular
concern are training programs for security officers
prior to overseas assignment.
Meetings with training officers of other agencies
within the community will undoubtedly be necessary
to determine wherein training facilities can be ex-
changed to ensure that security officers within the
intelligence community are offered similar train-
ing.

All Agency employees, prior to overseas de-
parture and on lateral transfers in the field,
should be briefed as to the activities of
counterintelligence and security services of
the country to which they will be assigned.
Persol should be briefed as to the existence
and danger of Soviet and Communist Party
directed activities, including penetration,
provocation and capabilities against U. S.
personnel and installations. Personnel should
also be briefed as to customs, local laws and
local law enforcement.
