SUBJECT: Procedures Under Section 8, P. L. 110
1. At the roquost of Mr. Wiggins of I&N, on an informal basis,
-there was prepared the attached letter from the Director to the At-
torney General concerning the steps to be taken by CIA in connection
with possible danger to the internal security of the United States,
resulting from the activities of the alien. The proposed letter was
shown to Mr. Mackey, the Deputy Cormnissioner, and Mr. Wiggins who
felt that it would be satisfactory. A copy was left with Mr. !"Wiggins.
2. Upon questioning the basis on which such a letter should be
sent, Mr. Mackey agreed that the Immigration and Naturalization Serv-
ice should request such a letter. Consequently, he instructed Mr.
Wiggins to draw up a letter addressed to the Director for the Comm.is-
sionor of I&N to sign or else for Mr. 1.6ackey's signature. Conse-
quently, the reply would be addressed to the Commissioner. No fur-
ther action will be taken here until such a request is received. Mr.
Wiggins indicated he would send it to the Director,. for the atten-
tion of the undersigned.
