MEMORANDUM FOR: Director of Security
SUBJECT : Office of Security Statistical Report for
JULY 1964
1. The attached tables and charts reflect some of the activities of
certain components of the Office during July 1964.
2. The statistics in the tables are compiled by the component con-
cerned and refer to the current month.
3. The charts are prepared in this Office from the statistics in the
tables and afford a means of comparing the various accomplishments, work-
loads, and activities from the beginning of the current fiscal year, to date.
4. The following are noteworthy items for the month:

a. The Director of Security held a meeting of the Security

c. Conferences were held with the Bureau of Federal Credit
Unions, HEW, to establish classified channels and storage
facilities at the Bureau for the protection of CIA Credit Union
data obtained through their examinations.
d. A paper was forwarded to the DD/S pointing out that
the proposed legislation whereby GSA would be authorized to
lease space at government buildings for contractor-operated
parking areas has security hazards to the Agency. It was recom-
mended that the bill be changed to provide for an exception to
some of its provisions.
e. The Commissioner of Immigration and Naturalization
Service and two of his deputies, in the company of the General
Counsel, Legislative Counsel, the Director of Security and the
Alien Affairs officer, were shown the RID WALNUT system.
In addition, the group was briefed by the Director of Security
on the handling of defectors.

Legislative Counsel to delay a private bill introduced for the
purpose of giving U. S. citizenship to certain employees of the
h. Final coordination and agreement was obtained from
all program directors concerning policy prepared by the Special
Security Center for the Undersecretary of the Air Force. Policy
establishes security controls over classified studies and proposals
flowing from industry to recipients within the government.

j. Two officials of the Office of the Assistant Secretary of
Defense on Public Affairs were briefed by OS officials and the
Executive Assistant, OCR, on the policies and procedures for
the dissemination and release of intelligence information, the
protection of sources and methods, the application of control
markings, the document dissemination program, the general
policies on employee activities and related matters.
k. A memorandum was forwarded to the Office of Computer
Services setting forth the present and future requirements for the
use of computer services in the Office of Security.

Director -Comptroller. A cover memorandum suggested future

June 1964 on Recommendation 18 of the Joint Study Group was
forwarded to the Chairman, USIB, for approval. This report
contained the individual contributions by members of the intel-
ligence community on actions taken to maintain and improve the
Nation's counterintelligence, personnel and physical security
posture at overseas installations.
v''n. As the result of the recent publication of the book "The
Invisible Governments" which contained numerous security
breaches of sensitive CIA intelligence operations, a recom-
mendation was forwarded to the DCI requesting the Office of
Security, in coordination with the Office of General Counsel,
be authorized to devise a CIA Secrecy Agreement applicable

to U. S. Ambassadors for signing at the time of appointment,
reassignment or termination. A determination was made that
at present Ambassadors and other high officials of the State
Department when briefed on sensitive CIA intelligence operations
are not always required to sign such agreements on appointment,
reassignment or termination.

Monetary Division concerning procedures to protect funds which
are to remain in the Headquarters building.
t. An exhibit of past and present Agency audio counter-
measures equipment was presented to representatives of the
Office of ELINT, TSD, and DD/S&T.
