In support of the US Army War College course dealing with Inter-
national Relations and US Foreign Policy for the 1960-61 academic year,
we are again scheduling a series of panels to examine US foreign policy
problems with respect to selected geographic areas in the context of some
of the more critical world issues. Accordingly, I am writing to ask
whether you will approve participation of representatives of your Agency
with our student committees in practical discussion periods.
We have scheduled eight concurrent panels to be conducted on
26 October on US policy problems with respect to the Soviet Colonial
Empire in Europe, Western European Regionalism, Africa South of the
Sahara, the Middle East, Latin America, the Far East, Southeast Asia,
and the South Asia Subcontinent. It would be most helpful if you could
make a representative from your Agency available for each of these
panels.
The Department of State, Department of Defense, US Information
Agency, and the International Cooperation Administration are also being
invited to send representatives to selected panels.
To provide freedom of discussion, we request that all who attend
have a TOP SECRET clearance.
Inclosed is a list giving panel numbers, subjects, and prospective
participants.
Provided that you concur in sending representatives, we will
contact whomever you wish to designate from your staff to handle the
administrative details.
