The minutes of the 71st meeting were approved with the following emendations : 25X1A 25X1A 25X1A Page 2, bottom of first paragraph should read: "State felt strongly that they would much rather see expansion of those areas rather than expansion of coverage of Communist China." Page 3, fourth paragraph: Mr. Lacey added that BI/State felt a need for much more biographic coverage than had been provided, particularly In view of the rejuvenated Communist China leadership project. He also stated that State was unaware that a new Chinese biographic project 'was under inter-agency consideration. The Chairman co anted that this may be due to the fact that it is in the planning stages. In general, State felt that a) the FDD biographic coverag- did not seem to reflect the manpower effort allotted; and b) that State had hoped for subject coverage for personalities on the provincial and regional levels. The Chairman stated that- 25X1 A of F11) will get in touch with BI/State regarding this matter. Mr. Bauer had an emendation to the minutes of the 70th meeting - Page Is paragraph 2 should read "personnel, organizations, materiel, current programming and accomplishments in mapping and surveying." Continuation of the Free World - Southeast Asia 25X1A Mr. Bauer stated that the program as established was quite acceptable to Army.. On Indonesia he pointed out that although the material FDD produces is extremely useful and meets the exploitation requirements of the press, that over and above that there were a number of military publications which Army receives and would like to have exploited or translated.( For example there is a monthly publication from the office of the Indonesian Army Chief of Staff listing the weapons and equipment with the source of individual pieces of equipment. This particular publication was exploited in the past by Army but apparently has been discontinued within the peat year or so. Thy is i ,voutd-like to see this publication exploited by FDDaddition Army receives a quarterly report dealing with directives,.orders,, decrees, contracts and announcements of the Army Chief of Staff. Arai has copies of the annual report from each of the security battaons in Java. The problem here is largely one of translation. T s information of course would be of high priority which could be handled on a selective basis if it were at all possible to get additional manpower. This type of material is of primary interest to the Defense Department. The Chairman asked if Army had any suggestions on the deletion of any items in order to implement this request. Mr. Bauer replied that Army was happy with the regular report and could not recommend deletion of any items that may be of interest to some other agency. At this point Mr. Lacey said State felt that the FDD coverage of Indonesia is not as selective as it could be. Mr. Bauer concluded that Army would re-evaluate the material now being produced in view of this other request for more coverage. The Chairman discussed the fact that since State did not express too much interest on the Indonesian economic section and that Army did'not have an overwhelming interest in this economic informa- tion, he wondered if we could cut the economic manpower allocation in half and transfer it to the exploitation of the type of material mentioned, reserving half for coverage of economic penetration, remarked that he did not think there would be much loss if the economic coverage were reduced in this way. Mr. Lacey commented that State would like a greater selectivity of the coverage as presently there are too many insignifi- cant economic tidbits reported. The Chairman sumeeedup for the record that it was the consensus of the committee that greater selectivity of information on Indonesia could be made, resulting in more pertinent data. It was also felt that manpower could be saved which could cover the covert material mentioned by Army. Maj. Neumann inquired as-to whether we could expect an increase of source material on Indonesia. The Chairman. expressed his hope that there might be. He understood that State is considering sending someone out to SEATO for the translation of material in that area. Mr. Lacey informed the Subcommittee that there was being created a research service center under SEATO, the purpose of which at the present time is not entirely clear even to the components. The general idea is that it would probably be operated primarily on a non-classified basis with the purpose of providing information for their program. The center is still really not organized as yet. After discussion Mr. Lacey agreed that State would keep the commciitee informed of the developments of this newly established research service center. Regarding India Mr. Bauer directed his question to FDD as to what had been done to analyze the non-English press dealing with security measures of the Indian government in the northern border areas. If there is unique information we would like to see some exploitation on this. The Chairman suggested FDD could undertake a spot monitoring of the areas along the northern fringe to determine whether it would be profitable. Mr. Shearer stated that Navy had no specifics on the South- east Asia program. In view of the question the Chairman raised at the last meeting regarding the reduction of manpower on the Free World coverage in favor of augmenting that the Communist world, Mr. Lacey explained that State was satisfied with the present allocation on the non-Communist countries and would certainly urge that there be no reduction. Also, within the past six months State has undertaken a number of NIS programs for coverage of international cozmmnism. Provision is now made for each NIS to carry a special annex dealing entirely with communism in depth for the various' countries outside the bloc. State's people all particularly mentioned the growing need for FDD support of this international communism annex. Until specific studies are decided upon it will not be possible for State to designate within the individ- ual regions specific categories of primary concern. He made several suggestions for the improvement on the coverage for all the Free World, such as the need for more selectivity in the Free-World coverage, especially in the case of Indonesia, and :such closer relations with State. He thought there was a certain lack of flexibility in FDD's coverage on the non-Communist countries. In establishing such a program subject to rapid change of emphasis there is a greater need for channeling FDD coverage into the prevailing points of interest. The Chairman was in complete agreement that FDD should be completely responsive to changing emphases in the intelligence community. The Chairman wondered if State's comments on Indonesia applied also to Latin America and if State actually makes use of this information. Mr. Lacey replied that State had not been quite happy with the Latin America coverage, but admitted that the fault was not one sided, and there had been a certain failure on the part of State. commented that State had expressed their desire for coverage on certain categories for NIS support, but that at no time since their initial request has there been any modification of emphasis. At this point the Chairman proposed that on Latin America FDD should work on specific requirements needed to support work on the MIS" and continue monitoring Communist activities, economic pene- tration, and East-West trade. Thus would support State's program on 1118.9-.and at the same time meet the other agencies interest in economic penetration, East-West trade, and Communist Influence in Latin America. Mr. Lacey thought this proposal was sensible, and would canvas State's Latin American people on the subject. Subsequently., Mr. Lacey informed the Chairman of State's concurrence on this' arrange- Mont. He stated that the material FAD provides on coverage of North Africa is not essentially unique but extremely useful for confirmation. At the present time there is no requirement on Africa, especially since more attaches are being assigned to African posts. On Latin America, it was questioned whether Army's request was still valid for the military reports on Paraguay, Bolivia and the Dominican Republic., in view of the fact we now have attaches in Paraguay and Bolivia and may get one in the Dominican Republic. Army definitely wants coverage of the Dominican Republic temporarily continued. If any coverage must be dropped, then it would be on Bolivia. They also felt that in the future as the new attaches begin their operation, their require- ments may diminish after a few months at which time they would like to review the program. In general Army would like to see the coverage continued at the present time pending re-evaluation. He also emphasized the need of more liaison with FDD to discuss requirements on these areas. Army has no requirement on Western Europe. Mr. Shearer stated that the people he contacted "pressed satisfaction with the program. He asked about the 00 series on naval information of Western Europe. answered that they have been discontinued and were only being done on specific request. . Me.4. Neumann stated that as In the past Air would like to take advantage of FDI) facilities for specific requirements that arise on a current basis. Air does not have any suggestions to make on any portion of the Latin America program except their needs would be on an ad hoc basis. inquired about the present status of the monthly indexes of "La Stampa" and "La Stamps Sera." The Chairman replied that this operation is still in effect. thought that since there is nothing classified in the original material and in the area of the material to be indexed that it would be a good idea if FDD could explore the possibility of having this done on contract. Mr. Lacey did not think there would be objection. The Chairman stated that FDD would pursue this with State who are the primary consumers of this information. - stated that the Near ,Nast and. North African coverage was valuable to IAA. No comment on Western Europe, but NSA was in agreement with the compromise on Latin America. The Chairman remarked that this rounded up the complete review of the program. Maj. Neumann stated that. he had a meeting with ATIC regarding the Soviet scientific and technical program. As a result of this meeting Air Force's interest in abstracting was reduced to 38 scientific titles o It was decided that those 38 carefully selected periodicals were to be done by Air in their own fashion on a cover to cover basis. In view of this end the fact of any additional, titles,, Air would recommend that the abstracting- of x-number of periodicals be dropped from Tab B. The agenda for the next meeting will be a) discussion of the paper on the "Consultants Bureau Program for Translation of Soviet Scientific and Technical Periodicals" which was sent to the Subcommittee members with the minutes of the last meeting and b) discussion of Tab B which will be rewritten for presentation to the parent committee, -6- C-O-AI F-I-D-N-X T-I-A.L Approved For Release 2001/04/24: CIA-RDP78-0313OA000100040044-3
