Miller Mr. George E. Me loon 25X1A9a 1. The minutes of the ninety-eight meeting of the Board were reviewed and approved. 2. The Board reviewed 14 cases of employees who had been nominated for designation as participants in the System, 5 requests for voluntary retire- ment, and 1 request for disability retirement. The Board took action as follows: a. Recommended designation as participants of the following named employees who have completed 15 years of Agency service; 25X1A9a b. Recommended designation as participants of the following named employees who have completed at least 5 years of Agency service; 25X1A9a * Subject to mandatory retirement effective 31 October 1968 since he is already beyond age 60. c. The next case considered by the Board was the nomination of 25X1A9a Mr, for participation in the CIA Retirement System 25X1A9a based partially on domestic qualifying service. Mr. _ has performed 36 months and 7 days of verified overseas service. From November 1949 to May5X1A9a 1951 (approximately 18 months) Mr. was assigned in the Far East 1 Division of the Clandestine Services. During this time as Operations Officer for Project ~ he was responsible for the planning, organizing, and running of this project, which involved the use of 25X1A9a applicability to the private employment sector. The Board concluded that based on the entire record of his career, Mr. - has performed 60 months 25X1A9a of qualifying service under the statute and regulation. The Board thereby recommended that Mr. - be approved for participation in the System and 25X1A9a that his request for Voluntary Retirement also be approved. 25X1A9a 6. The next case was a request from Mr. for transfer to the CIA Retirement System. Mr. who will become 62 years of age in January 1969, is currently scheduled to retire under the Civil Service Retirement System on 31 January 1969. In September 1966 Mr. - was 25X1A9a offered an option to become a participant in the CIA System and to retire under the mandatory provisions of the system in January 1967. At that time he chose to remain in the Civil Service Retirement System. In February 1968 he requested extension of his scheduled retirement which was not at that time supported by the Clandestine Services. In August 1968 he requested to be allowed to retire under the CIA System and CS Board did not favorably endorse his request but adivsed him that he could appeal his case. On 23 September 1968 he submitted through channels a request which stated that the option given him in 1966 of entering the CIA System required that an extension of 11 months of his active service beyond age 60 be granted by the Director, which he stated was unsolicited by him. He further stated that as he even- tually remained in the field an additional eight months beyond the period visualized in 1966, his request in effect is that the extension already granted at that time, for the convenience of the government, be extended from 11 months to 19 months. The Deputy Director for Plans stated that he concurs in the findings of the CS Board in that no valid basis exists for 25X1A9a the designation of Mr. - to the CIA Retirement System at a time shortly before his scheduled retirement at age 62. He further stated that he feels that individuals who have elected to remain in the Civil Service Retirement System in order to serve beyond mandatory retirement age under the CIA System should not on the eve of retirement at age 62 be permitted to transfer to the CIA System to take advantage of its higher annuity. The Board noted that in all cases of this nature the decision has been not to approve participation for those who elected to remain in the Civil Service System in order to work beyond age 60, The Board recommended that 25X1A9a Mr. request for designation not be approved and that he retire as scheduled under the Civil Service System. The next case was a nomination for participation in the CIA Retire- ment System and a re uest for extension of mandatory retirement under that 25X1A9a System for Mr. who will become 60 years of age in February 1969, has now complete more than 60 months of verified 25X1A6a overseas service. He is currently serving as Chief of Station, - and his current tour will expire in September 1969. The Chief, Near East Divi- sion has requested that he be permitted to complete this tour and serve in Headquarters thereafter until 30 April 1970 in order that his services will 25X1A6a be available for important operational duties. It was stated that this will allow him to assist in the preparations to close the and NE/Headquarters to have the opportunity to take advantage for a few months 25X1A9a of his specialized knowledge of SIGINT and technical collection matters. The Deputy Director for Plans recommended that Mr.~ be approved for participation in the System and that his mandatory retirement be extended until 25X1A9a 30 April 1970 based on a need to retain his services for operational reasons, It was also noted that if Mr remains in the Civil Service Retire- ment System he could continue in service until the end of February 1971. The 25X1A9a Board recommended that Mr. be approved for participation in the System and that his mandatory re irement be deferred until 30 April 1970 based on a need for services. Action on the participation will be delayed pending a decision from the Director regarding the final approval of the extension of mandatory retirement. 8, The next case considered by the Board was a fifteenth anniversary 25X1A9a review of Mr. who will complete 15 years of Agency service 25X1A9a on 1 March 196 as completed 50 months and 5 days of verified overseas service, he is not now serving overseas, and his career service has stated that it is not planned for him to serve overseas in the immediate fu- 25X1A9a ture. The Head of his Career Service has stated that Mr. _ has not per- formed, nor is he now performing, in a domestic assignment which could be 25X1A9a considered as qualifying service. The Board recommended that Mr, be removed from the System prior to his 15th Anniversary date. Mr. will 25X1A9a be sent a memorandum which will afford him the opportunity to su mit to the Director of Personnel any additional information in his case prior to final action being taken. 9. The final case considered by the Board was the nomination of 25X1A9a Mr. for participation in the CIA Retirement System 25X1A9a based partially on domestic qualifying service. Mr. has performed 32 months and 23 days of verified overseas service. Mr. was claim-25X1A9a ing approximately 30 months of domestic qualifying service based on assign- ment at JMWAVE during which time he was assigned as Property and Supply 25X1A9a Assistant. The Chief of Logistics at JMWAVE submitted a detailed description of Mr. ~ duties during this period, The Board tabled this case and asked that a memorandum attesting to this service be secured from someone in the chain of command other than the man's immediate supervisor.
