ECHOLS: We can turn to the minutes of the meeting of 28 September and ask for corrections, if any. Are there any comments or suggestions? Have you had a chance to read them, Jerry? Are you satisfied with the minutes? 25X1A9a Yes. MR. ECHOLS: Apparently the minutes are acceptable as presented. I'd like to make a little announcement. The last of the new rosters of age group 4+0 through 45 consisting of about ---'-vent out today to the various career services and the present schedule calls for these rosters to c ome out on a quarterly basis hereafter. At this rate it would-bake us probably another year to complete this exercise and I raise this question: is this rate of implementation acceptable? Of course, the only injury done to any person would be in the event of death or disability prior to the time that he is put into this system, but we have this little thing licked, I think, but I don't want to put a greater workload on the Career Services than they can handle. 25X1A9a I think we ought to proceed a little faster, if possible, but I don't know what the practical considerations are so I'd like to review this and comment on it at the next meeting. MR. ECHOLS: This roster you are getting now are not people who are eligible for immediate retirement. Possibly we could go through those in half the time and maybe we can speed up those a great deal. We will work as fast as we can and if need be we can speed up these quarterly runs and get a run two months from now. MILLER: Aren't they supposed to have 15 years of Agency MR. ECHOLS: Ten years. Are there any objection to the acceptance of these four? They are already participants. MR. ECHOLS: Yes, they are already participants. I move we accept their request for retirement. MR. ECHOLS: Okay. Any discussion or objection? So be it. Category B consists of one individual who appears to meet the basic criteria, is subject to mandatory retirement being of age 63, and his Career Service has advised by memo that they do not intend to request his extension beyond 30 September 1966. 25X1A9a They are requesting an extension of the service to September 1966, aren't they? 25X1A9a MR. ECHOLS: Yes, I have a memo here signed for requesting his extension to 30 September 1966. I have a question here I'd like to ask of Jerry. It seems to me my authority and intent to extend was. only to bring about an orderly termination, transference of duties and so on. Nov, 30 September is a long ways away and I wonder whether I shouldn't have some justification for this in terms of my authority, otherwise, I would think you would have to go to the Director. 25X1A9a : He will be 64. MR. ECHOLS: He is already subject to Civil Service policy in the Agency and presumably has been extended by the DDP. 25X1A9a I will look into that and I'd like to move subject to receipt of that Justification, that he be designated a_Participant?in the.,system. MR. ECHOLS: I am perfectly willinto do it fora Justifiable reason. I know my authority was given for a specific purpose and I might add I have to explain to the Executive Director each case that I extend -- explain and justify. Is that motion acceptable to everybody? Okay, so be it. I think we have it on file because we acted upon it in the meeting while you were away, Jerry. MR. ECHOLS: Group C -- 30 employees who meet the basic criteria and have 15 or more years of Agency service and therefore will acquire vested rights upon election to do so. 25X1A9a I'd like to direct attention to the name, 25X1A9a I think you would be doing him a disservice by putting him under the system. 25X1A9a He has already checked this out and he will opt out. MR. ECHOLS: He has already made his choice. He told us he is going to retire under Civil Service but he was nominated and we are giving him this choice. We know what the answer is going to be. 25X1A9a is another in the same category. He has 25X1A9a 11 more years. I have talked to - He, too, will no doubt ask - no he won't - he will opt to remain in but when that one year before retirement opportunity comes around he will then apply to get out of it. MR. ECHOLS: Yes, he has been briefed on his rights. 25X1A9a I move we offer to designate these gentlemen, letting 25X1A9a the record show in the case of that his stateside duty was not needed to be considered in determining his qualifying service. MR. ECHOLS: And a second to that motion? 25X1A9a He has one day in 25X1A6a MR. ECHOLS: I'm waiting for a second. MR. GEORGE C. MILLER: Seconded. 25X1A9a MR. ECHOLS: All in favor? Any opposed? 25X1A9a Noting that I am not voting on item number 20. [number 20 is MR. ECHOLS: Group D. One individual who meets the basic criteria and who will have shortly in November completed 15 years so this review is for both the purpose of designation and 15 year review. 25X1A9a So move. MR. ECHOLS: Any objections? Motion carried. Group E. There are 14 individuals who appear to meet the basic criteria for participation.
