Paper
1. Attached are a draft of the Foreword of the 1951 - 1966 paper
in process and a copy of the working outline of the paper. The Fore-
word may serve to explain the basic rationale of the outline.
2. It is understood, I am sure, that the outline will change as
the writing progresses. For example, I have already decided that
two chapters instead of one should be devoted to Operations Training
from 1956 to 1966 -- one to Field and Headquarters Training and one
to Overseas and Covert Training. I've also decided to change the
title of Chapter VI from "The Intelligence School . .. It to "Intelli-
gence and Support Training . . re
