SUBJECT: Monthly Narrative Summary Report - March 1975
1. OD&E advised that the launch of Spacecraft #7
is rescheduled from 30 April to 4 June 1975. The delay is
associated with events that precede the launch and not with
problems on the launch vehicle.
2. A final report summarizing the successful
Transportable Ground Control Station T CS) tests recently
concluded between California and and the RS-803
field sets was prepared. A recommendation was made to pro-
ceed with Phase II of the plan to use the TGCS for reception
of OC field transmissions.
3. Prototype UHF receivers developed for OC by ODTE
were received for evaluation in the SV-8.
4. A pre-production evaluation of two of the first six
production SV-8's was begun at the end of the month. The
objective is to secure a production release during the first
week of April.
5. A "crash" TEMPEST/EMI requirement was levied on
COMSEC to evaluate the CY-5 voice/data ciphony unit which is
a CY-3 modified for data input/output. If the evaluation is
favorable, we would exercise a production option with the
vendor, which expires 25 April, for a quantity of CY-5 ciphony
units.
6. The first SF-1 Secure Facsimile System was placed in
25X1A6a shipping channels When notified that the SF-1
equipment has arrive , the Project Engineer, Mr.
will depart to make the installation.
25X1A6a 7. Reports from indicate that the
TL-4 telephone cut-out system installed at those locations
are
erformin very well. Also, discussions with the
25X1A6a resulted in an agreement to
eve e op a TL- Training Package.

9. The K0I-16's (KW-7 Card Readers) have been
released from the technical hold. The automated testing
by "Fixit" of the 1450 units continues and this project
is about 50% complete.

His visit was at our request to assist in an evaluation of
our present crystal processing capabilities and to recommend
any necessary changes.
11. A concerted effort is being taken to review the
aspects of installing a new cable distribution system in
the Headquarters Building which can support a new secure
PABX as well as high speed data and video transmissions.
As part of this effort, consideration is bein iven to the
25X1A5a1 negotiation of a 30-day study contract with 25X1A5a1
to determine the economic trade-offs of multi-pair cable
versus a wideband coax system.
25X1A2g 12. Negotiations with for the 25X1A6b
procurement of ARS-IV to be installed at were com-
pleted on 7 March. A final price of $540,000 includes system
delivery and installation, and a maintenance training course.
25X1A6a The ARS-III system is resently at awaiting shipment 25X1A6a
to via a flight scheduled for 6 April 1975.
Due to damaged batteries which are part of-the ARS-III
Uninterru ted Power System, the installation of the ARS-III
25X1A6b system has been delayed until mid-July 1975.
13. The start of pre-acceptance tests on the DATEX
systems has been delayed an estimated two weeks until some
software problems have been resolved.
14. While the CDS program has encountered further
delays, discussions held with representatives of - have 25X1A5a1
resolved the technical problems which have recently plagued
the program. Planning for the renovations of the Cable
Secretariat continued, including the initiation of several
material requisitions and work orders. It is now anticipated
that the target date for the activation of the CDS system will
be May 1976.

15. After a thorough review of the various customer
requirements was conducted, there are indications that for
the next several years, narrative traffic will be pre-
25X1A2g dominant in and that the data requirements that do
exist at selec e ield stations could possibly be handled
on the AVD channel at those stations equipped with SKYLINK
terminals. The further resolution of these requirements as
well as of the many issues that affect the evolution of the
network has resulted in delays in the completion of the
Network Improvement Plan.

17. The SKYLINK installation was completed at 25X1A6a
Bid packages for new SC-1 terminals (SN 40-49) were released.
18. All OC areas have submitted their FY-76 Network
Equipment program requirements with the exception of -
Preliminary review indicates the areas are requesting about
100 percent more than the tentative approved FY-76 budget.
Much trimming will be required to lower this funding require-
ment.to approximate the FY-75 budget levels.
19. Of the 20 SG-75B's (low noise synthesizers)
received, five remain to be tested. Delivery to high priori-
ty field stations will commence soon.
20. A memorandum has been written for a worldwide
25X1A2g - Master Clock System. The primary timing will be de-
rived from Loran C with cesium beam clocks as backup. Turn-
around data derived clocks will be used at field stations.
