Minutes of the previous meeting approved as read, 2. Discussion of the draft Report and Recommendations Concerning Television in Europe occupied the attention of the Committee, as this was the purpose of calling t1le meeting. With new contributions from some of the agencies, together with revisions and editorial changes, a final working draft of the report was prepared so that mimeographed copies may be made available for the next meeting. 3. Problems which came up in discussion of the report concerning means of U.S, stimulation and help to develop a Europe-wide TV network involved chiefly the instrumentality of discovering exactly what European countries need and how U.S. help can be financed after determining the need. The representative of RA in State modified somewhat State's former opposition to a survey possibly to be conducted through the Organization for European Economic Cooperation (OPEC). It was agreed that in the final analysis, the problem of financing TV is the crucial one - i.e., that it is an economic matter. The ICA representative pointed out, in this con- nection, that the most feasible way for ICA to operate is through OEEC. 4. The next meeting will be held Monday, March 5, at 2:00 p.m. Ralph R.
