SUBJECT: Meeting of the OCB Working Group on Indonesia

1. On 21 November.1956, attended a meeting of the
Working Group on Indonesia with
had been instructed to present to the Working Group a
bibliography of research on the subject of economic penetration in
Indonesia, including a report prepared by ORR now in the process
of being updated, and to express the keen interest of the Board of
Assistants in regard to the subject of economic penetration. The
Indonesian Outline Plan would, in a sense, serve as a pilot paper
for the consideration of economic penetration.

2. Mr. Landon of the OCB Staff was very interested in getting
the outline plan of operations in the hands of the Board Assistants
on time and stated to the Group that they would have to decide
whether to postpone submission of the paper or eliminate consideration
of this new research. It was decided that the outline plan of opera-
tions gave adequate consideration to the subject of economic penetration.
However, Mr. Landon agreed that the Working Group should read the
suggested bibliography of the additional paper being developed by CIA,
and that another look should be taken at the plan before it went from
the Board Assistants to the Board itself.
3. Some eleven courses of action were written into the plan
before this meeting and an additional four or five were added by the
ICA representative. 25X1A9a
4. made the point several times that
the subject of economic penetration deserved greater consideration,
if at all possible.
5. Mr. Landon was told that the updated Indonesian research
paper would be in his hands for dissemination on 3 December 1956.
6. agreed privately that no mention
of covert economic courses of action would be prudent with this
Group.
