Staff in response to a request from the Department of the Army.
The Communist strategy of achieving a "peaceful transition" to
Socialism has required increased emphasis rn the organiza-
tional and ideological training of party members. A major purpose
of this training is to provide Communists operating within the
"enemy camp" (i. e. , in mass movements, institutions, and
organizations dominated by non-Communists) with the arguments
and the faith necessary to undermine bourgeois and imperialist
ideas and to establish Marxist points of view. In Latin America,
where the Communists represent a very small minority, there
has been particular emphasis on this strategy and the training
associated with it.
2. This publication is being made available to other U. S.
agencies. The distribution to other agencies has been approved
by appropriate DDI and DDP components.
