Developed a hemispheric coordination p#i mechkniw involving all the CPs from Canada to Argentina. "Northern Zone" includes Caribbean area and North America; headquarters in Mexico City. Co-chairm n: CP Mexico and CP Cuba. "Southern Zone" includes `South America., except Venezuela; headquarters in Buenos Aires. CPs of Argentina and Brazil have been co-chairmen in the past. Bilateral relations among CPs in this hemisphere increased notably in 1958. B. Continued to train j / U current and future Latin American Communists leaders in the USSR. Continued to receive LA CP representatives in Moscow for reports and consultations on specific problems and developments. F. Continued to maintain direct contact With LA through visits of Soviet (and Chinese) representatives and delegations. G. Devoted special attention to improvement/ of Communist position in the A%i trade union movement in LA. H. Increaser/international and national Communist front efforts to infiltrate, influence and exploit the political elite, youth, students and journalists, in order to draw LA away from friendship with the US. 2. The 1958 action-program for LA was worked out in Moscow in a regional conference of LA CPs in November 1957. Sensitive sources currently report `y that another special conference of LA CPs will be held in Moscow on the occasion of the 21st Congress of CPSU which opens later this month.
