The PAO will rece'v shor $,pecial paper in Spanish concern- ing a non erence of Latin American communist leaders which was held in Moscow at the 140th Anniversary Celebration of the October Revolution. The paper also gives an assessment of international communiengs current objectives and tactics. The PAO is being instructed to coordinate the dissemination of this material with an officer in the Embassy respon. sible for the exchange of information on communist activities under Resolution 93 of the Caracas Conference. It is left to the Enbassyos discretion as to the manner in which this material can be most effectively distributed. Conceivably there might be some merit in making it available to the designated liaison officer of the host government prior to its publication in the local press, The Communist Party of the Soviet Union arranged for this meetj.ng of Latin American leaders and delegates from Guatemala,, Mban Chile, Uruguayg Argentina and Brazil were among those making speeches. The Soviet spokesman criticized the Latin Americans for a lack of solidar- ity among the communist parties and stated that a series of inter American Communist Par .y meetings should be held to strengthen the communist movement in Latin America and to mobilize Latin Ame can opinion against "American imperialism,?
