1. The attached Tabulation has been preparedAin this compact
reference form to meet current and future needs of those in head-
quarters and the field concerned with:
(a) evaluating the relative success or failure of past and
future World Youth Festivals, not only internationally
but also regionally and nationally.
2. It is hoped that this Tabulation will be found operationally
(a) in determining any changes in the organizations, countries

or areas that appear to be the primary targets of Commu-
nist front activity;
(c) in indicating additional areas in which counteraction

might be effective;,
(d) in suggesting how and where counter activity for the next
World Youth Festival might best occur.
(e) in focusing attention upon the gaps in information,
thereby permitting positive efforts to be made to procure
such information, possibly by supplemental debriefing
of agent-delegates.
3. As an aid in transmission to the field, a self-explanatory
blind memorandum is attached; it may be sent with the field copies,
or used as the basis for a dispatch.
