to exist. The presumption is, therefore, that organizational matters still
remain largely in the formative stage. At the present time an Executive
Com tttee, also known as the Study Com fission, composed of one representative
from each national affiliates, carries an the work of the congresses.yand
coordinates the work of the national affiliates.
The second congress referred to above did not actually take place until
12-15 Iy 1951s and was attended by representatives from Sweden, Germany,
Italy, Frances Belgium, Switzerland, Trieste, Denrsarks, and Norway. Host for
the congress was the nso?fascist organization of Per E ms, the Swedish
Reform Movement (Nyaveenska Rorelsen).
This congress was characterized as being a continuation on a larger
scale of the 1950 Rom Congress. Its task was to continue the work of
the first congress for a national gathering of European youth in the
struggle for a united and independent Europe, as well as to seek to create
a uniting of the national forces on the basis of the ten point program
accepted in Roza for a common European ideology,
Apparently the congress was not completely suceessful in the latter
respect. Opposition began to appear between the moderate or ffreformistte
elements as exemplified by Per Ei DAIil, who advocated the ten points of
Rome, and the extremLsts who favored some form of racism, dictatorship,
and aristocracy,
While the congress appears to have tentatively adopted the Rove
th
er
unanimity was lacking and the way was left Open, for fur
