The President has asked me to respond to your letter of the
twentieth, and to tell you how much he appreciates the oppor-
tunity to comment on I-I. R. 207.
The President strongly believes that the Foreign Affairs Coxn-
-mittee and the House of Representatives should not approve this.
Resolution. The Com.mmittee and the House will doubtless want
to consider whether such a resolution is an appropriate instrument
for exploring any United States activities. that might have affected
Chile or any other. coup-try, for considering the exte it to which
names of particular persons or companies ought td be disclosed,
or for considering the degree to `which advice exchanged within
the Executive Branch should wisely be spread on the record.
The Committee and the House might also want to consider whether
the House Select Committee on Intelligence is the more appropriate
place to consider those -matters covered by H. R. 207 which ought
to be explored.
The President hopes that the Committee and the Mouse will agree
that H. R. 207 ought not to be approved.
