1. John Anderson, GAO, called concerning
the study being performed for Senator Charles Percy (R. , Ill.) on
investigative police and intelligence agencies and that the Senator had been
made aware of the congressional guidelines limiting dissemination of
budget and personnel figures to the oversight committees and that he
(Anderson) needs a letter from the Agency confirming these guideline
restrictions. In response to my query, Anderson confirmed that it was
made clear that the Agency was not denying Senator Percy this
information, but the GAO. As an alternative to an exchange of correspondence
between the Comptroller General and the Director, Anderson accepted my
suggestion of forwarding references to the controlling guidelines as contained
in the Director's prepared statement on H. R. 15845, although eventually a
letter might still be needed. I again repeated that GAO, as an agent of the
Congress, should, we believe, go to the congressional oversight committees
for confirmation of the guidelines as the best way to handle this matter.

2. Talked several times with Charles
Gladson, DC/OGC/AID, and obtained from him some information on the
developments within the conference committee concerning the Foreign
Assistance Act. I also stressed that we are particularly interested in. the
reasons why there had not been any challenge on the House floor to the
section dealing with Chile on the grounds that the words "or any other act"
were not germane to the Foreign Assistance Act since the provision on
limiting intelligence activities had the same overbreath of language. He
said he would try to find out.
