( - LLM) BRIEFING Spoke with Jack Brady, house International Relations Committee staff, and lie agreed with the ground :rules which we were attempting to work out with Leslie Yates, Subcommittee on International Resources, Food and Energy staff, House International Relations Commnmittee, in connection with a briefing on Angola. Our briefing would. concern itself exclusively with substantive intelligence information; that Representative Charles Diggs (D., Mich.), Chairman of the Subcommittee, would rule out of order any questions relating to CIA operational activities including covert action and standard conditions that apply to protection and utilization of classified information imparted during the. briefing. These ground rules were acceptable to Brady. 6. ( - LLM) BRIEFING Spoke with Leslie Yates, Subcommittee on International Resources, Food and Energy staff, House International Relations Committee, and. laid out the ground rules in connection with the briefing of the Subcommittee tomorrow on the situation in Angola, bordering countries, and Soviet and C h rte aid. She said their principal interest related to the possibility of refugee problems in Angola which r nay require U. S. assistance. I said I did not want our people to be placed in the middle by a. member raisin; a question on covert action or Agency operations, but. recommended that Chairman Charles Diggs (I). , Mich. ) indicate that this is not a proper forum for such discussions and refer the matter to Chairman Thomas Morgan (D., Pa.) and the Subcommittee on Oversight. Subsequently, Ms. Yates called. saying that Chairman Diggs wanted. to invite the "Africa Group," consisting of some 15 member:s,who have a strong interest in African matters. I pointed. out that since this was to be an informal session, we wanted to be assured. that no member would feel free on procedural grounds to discuss classified information which could not be revealed under Committee rules if it was a formal session and I received such assurances. On that basis and in response to her query, I told her that widening the audience would not affect the substance of our briefing. I also recommended that our intelligence briefing be separated from the group's session with Edward Mul(-,Ilty, Deputy Assistant Secretary of African Affairs, State Departir.ent, and she agreed.
