1. At the Executive Committee Meeting this morning:
11 May 1965
a. I reported briefly on the National Amateur Aquatic Foundation,
Inc . , and its proposal to build an Olympic -type swimming pool on the
Bureau of Public Roads property. The Director was not at the Meeting,
but the opinion was unanimous that we should encourage this project
and, in general, the development of the BPR property as a recreational
area.
b. Near the close of and after the Meeting there was a discussion
about the weekly briefings for the Director. I think that these briefings
will eventually get on the rails and that the schedule will be narrowed
down to reports on only significant developments as they occur. I em-
phasized to Mr. Kirkpatrick that I did not want to be held to any rigid
schedule. For example, it might be much more sensible for me to re-
port on significant developments in the Office of Personnel on Mondays
rather than on Fridays. This, of course, would depend on what is
happening at the time.

mu.c impresse wit im as an individual. He is earning a law degree
through extension and night courses and has been with the Agency since 1947.
4. In view of Admiral Raborn's continuing interest in a Government-
owned, official residence for the Director, I asked Howard Osborn to prepare
a paper sometime soon on security arguments to support this position.

5. On two or three occasions the Director expressed his interest in
swimming pools and other facilities in connection with the "new building"
we are planning to build. I therefore asked to move along
with their study on the savings which could be effected by the construction
of another building on our Langley property to accommodate the rest of our
Headquarters personnel.
6. I reviewed a number of items with Emmett Echols.
a. I agreed to present the Agency athletic trophies at a ceremony
in the auditorium on 18 May. The teams wish to present a plaque to
General Carter, and I undertook to invite him to the ceremony when
all the arrangements have been made. If General Carter will not be
available, it can be presented in absentia.
b. Emmett advised me that, based on conversations with-
25X1 A9a he is fearful that we are again headed for
trouble with our Career Training Program. He emphasized that the
problem is not recruitment but the length of time necessary to process
applicants, during which time more attractive offers are being dangled
in front of them. He pointed out that the delegation of authority given
25X1A9a to has enabled him alone to produce a very high percent-
age o Re tota class. This then raised the question of why we couldn't
give similar dele ations to other recruiters. (I want to discuss this
25X1 A9a with in low key to see if I can get a better feel for any
problems which might be on the horizon.)
c. I talked with Emmett about the failure of the Honor and Merit
Awards Board to be more responsive to my request of at least a month
ago that they look into the advisability of establishing an award similar
to the Purple Heart. Although I learned that the Board has done quite a
bit of work on the problem, I still expressed my dissatisfaction, em-
phasizing that my greatest concern was not that the Board might not
agree with my suggestion but that I have had no response of any kind
to my request of at least a month ago in which there was considerable
interest in senior eschelons in the Agency.
d. Emmett briefed me on a hassle between the Office of Personnel

While refusing to make a job-by-
job survey, Emmett has agreed to review an Area Division of their
choice to see whether the Office of Personnel is, in fact, in error.

8. Howard Osborn was in to discuss with me a number of items.

indiscretions will not be tolerated an Ion er and that if they continue,
he not only will be replaced but also might 25X1A6a
be found unsuitable for continued employment in the Agency.

submitted his resignation. However, he denies that he made certain
admissions during a recent polygraph interview, and it is likely that he
will charge racial discrimination. (We probably have not heard the last
of this case.)
c . Howard reported that the National Security Agency inadvertently
misplaced twenty-six "Top Secret DINAR" documents through careless
unpacking. They were presumably thrown out with the unclassified
trash. Marine guards are assisting in a search of the dump where the
unclassified trash was disposed of.
d. Howard said that the new Commissioner of Narcotics, with
whom the Agency does a great deal of business, thinks that the Agency
has not shown him proper attention. Howard plans to invite him to the
Headquarters building one day next week for a good briefing, and I
agreed to host a luncheon for him.
